작업환경을 고려한 호흡보호구 선정 방법 개선에 관한 연구 | A Study on the Improvement of Selection method for Respiratory Protection Equipment based on the working environment

2022년 기준 화학물질등록평가법에 의거하여 국내에서 등록되어 사용하고 있는 화학물질의 종류는 4만 4천 여종이며 사용량 또한 지속적으로 발생하고 있다. 화학물질의 다양성과 사용량 증대에 따라 화학물질에 대한 중독 사고 또한 증가 하고있는 것이 실정이다. 이러한 화학물질에 대한 중독사고는 시설투자 등을 통해 예방되어야하지만 소규모 사업장에 시설투자를 유도하는 것에는 어려움이 있다. <br>화학물질에 대한 중독사고를 예방 할 수 있는 다른 대안은 올바른 호흡보호구를 착용하는 것이다. 현재 국내에서 호흡보호구 선정시에 많은 기업들이 KOSHA의 가이드를 따르고 있으며, 해당 가이드는 노출 기준 제정 물질과 미 제정 물질로 나눠 호흡보호구 선정하게 가이드 하고 있다. 그러나 노출 기준이 제정된 물질은 총 731종으로 전체 화학물질의 수인 4만 4천 여종과 비교 했을 때에 상대적으로 적은 부분을 차지 한다. 즉, 대부분의 화학물질을 취급 할 때에는 KOSHA에서 가이드 하고 있는 노출 기준 미 제정 물질 방법에 따라 호흡보호구를 선정하고 있는 것이다. 그러나, 현행 노출 기준 미 제정 물질의 호흡보호구 선정 방식은 화학물질의 유해성에 중점을 두고 있으며 작업장의 실제 환경은 반영되지 않고 있다. 환기조건 등의 작업장 환경이 반영되지 않다보니 실제 작업자들이 화학물질에 노출 되는 농도를 보호 할 수 있는 수준보다 하향 기준의 보호구가 선정되거나 혹은 상향 기준의 보호구가 선정되는 경우가 발생하고 있다. <br> 이 논문에서는 이러한 문제점을 개선하기위해 작업장의 실제 조건을 반영하여 작업자들이 노출되는 농도를 예측하고 노출 농도에 따라 적합한 보호구를 선정 할 수 있는 방법에 대해 연구했으며, 작업환경을 반영할 수 있는 호흡보호구 선정 방식을 기존 KOSHA의 호흡보호구 선정 방식에 도입 개선 하였다. 본 연구를 통해 작업장 환경이 반영되여 해당 작업에 특화된 호흡보호구를 선정함으로서 근로자들의 호흡보호구 착용을 독려하여 화학물질에 대한 중독사고 예방에 기여 할 수 있을 것으로 기대한다.

Around 44,000 kinds of chemicals are registered and used in industry accordance with ACT ON REGISTRATION AND EVALUATION OF CHEMICALS [1], and it has been increasing continually. The number of incidents from poisonings by chemicals has also been risen as increasing the usage and variety of chemicals. The best way to prevent this kind of incident is to invest the facility and add an engineering control, however, it is difficult to apply all over the industry in practically. <br>The alternative option is wearing proper Respiratory Protection Equipment (RPE) based on the working environment. <br>Currently, many companies follow the KOSHA’s guide (H-82-2020) when they select the Respiratory Protection Equipment, and It guides the two ways by dividing the exposure limit substance and non- exposure limit substance. <br>However, the exposure limit substances are only 731 chemicals, and it is small portion comparing the total number of chemicals. (44,000 chemicals). In other words, the KOAHA’s guide for non- exposure limit substances has been commonly using when the most of company select the Respiratory Protection Equipment. However, the problem in current guide is that it focusses on the chemical hazard not considering the working environment. So, the cases have been happening like selecting the high-level RPE or lower-level RPE over the exposure level to worker have happened because of the ventilation condition etc. are not reflected the selection process. <br>This thesis has been studied the RPE selection method based on calculated exposure concentration by reflecting the working environment to improve the current issue, and then the RPE selection was introduced into KOSHA’s guide and improved it. Through this study, we expect to contribute reducing the incident of chemical's poisoning by selecting the suitable RPE is specialized in working environment.
