Disponibilidad hídrica de aguas superficiales con prospectiva al año 2033 de la región hidrológica 18 balsas

"El agua es un elemento crucial en todas las formas de vida ya que dependemos de ella para sobrevivir, siendo un factor muy importante para el desarrollo del país. Un aspecto importante a considerar es la disponibilidad de agua que se tiene y la que se tendrá en un futuro en México. La problemática que se vive en las aguas superficiales de México, es la escasez que se ha ido agravando en las últimas décadas, esto se debe a la concentración de la población y la actividad económica, ya que es usada también para actividades humanas como la ganadería, para el riego, industrias, o hasta para generar energía hidroeléctrica con la fuerza de los cauces de los ríos. Por la contaminación de los cuerpos de agua a causa de las descargas de aguas residuales sin tratamiento, ya sea de tipo doméstico, industrial, agrícola, pecuario o minero. El presente trabajo se derivó del estudio de la evolución de disponibilidad de las 757 cuencas que integran la República Mexicana, dentro del marco del "Proyecto conjunto de investigación México-China para la planeación y desarrollo ambiental y socialmente sustentable del sector de las pequeñas centrales hidroeléctricas" por parte del Instituto Nacional de Electricidad y Energías Limpias (INEEL) y en colaboración con el Instituto Mexicano del Agua (IMTA) (1986). Tiene como objetivo calcular la disponibilidad hídrica superficial que se tendrá en la región hidrológica 18 Balsas al año 2033, tomando en cuenta los registros históricos de precipitación y temperaturas con los que cuenta. Para así, planear de manera sustentable el aprovechamiento de este recurso natural. La región hidrológica 18 Balsas, comprende territorialmente parte de las entidades federativas de Tlaxcala, Puebla, Oaxaca, México, Michoacán, Guerrero, Jalisco, una pequeña porción de Veracruz, así como la totalidad del estado de Morelos. El cálculo de la disponibilidad superficial se basó en la NORMA Oficial Mexicana NOM-011-CONAGUA-2015, que establece las especificaciones y el método para determinar la disponibilidad media anual de las aguas nacionales. Los resultados mostraron que en la región se tiene un incremento en la precipitación y por ende los escurrimientos. Además, respetando las vedas, reservas y reglamentos que se tienen en la región hidrológica 18 Balsas resulta que se obtendrá disponibilidad al año 2033, manteniendo los usos consuntivos de manera estable y sin otorgar más concesiones"

"Water is a crucial element in all the forms of life because we depend it to survive, being a very important factor for the country´s development. Principal aspect to consider is the availability of water that we get and we'll have in the future in Mexico. The problem that exists in the surface waters of Mexico, is the scarcity that has been worsening in decades, this is due to the concentration of the population and economic activity, by the reason that it is used for human activities such as livestock, for irrigation, industries, or even to generate hydroelectric power with the force of the rivers. Also the contamination of water bodies due to untreated wastewater discharges, whether domestic, industrial, agricultural, livestock or mining. The present work was derived from the study of the evolution of availability of the 757 basins that constitute the Mexican Republic, within the framework of the "Joint Mexico-China Research Project for the planning and development of environmental and socially sustainable small hydroelectric power plants" by the National Institute of Electricity and Clean Energies (INEEL) an collaboration with the Mexican Institute of Water Technology (IMTA) (1986). The objective is calculate the surface water availability that will exist in the 18th hydrological raft region in the year 2033, accounting the historical records of precipitation and temperatures that it has. In order to plan in a sustainable way the use of this natural resource. The 18th hydrological raft region, territorially includes part of the states of Tlaxcala, Puebla, Oaxaca, Mexico, Michoacán, Guerrero, Jalisco, a small portion of Veracruz, as well as the entire state of Morelos. The calculation of the surface availability was based on the Official Mexican Norm NOM-011-CONAGUA-2015, which establishes the specifications and the method to determine the average annual availability of national waters. The results showed that in the region there is an increase in precipitation and therefore runoff. As well, by respecting the closures, reserves and regulations that exist in the 18th raft hydrological region, which availability will be obtained by the year 2033, maintaining consumptive uses in a stable manner and without granting more consccions"
