This report points out the difficulty of an investor to determine the production function (the relationship between input and output) particularly because production is sensitive to biological influences and the tendency for prices and incomes to deteriorate more rapidly in a recessionary situation. But despite this peculiar nature of production, the process is dynamic, subsidies in the form of chemical fertilizers and tractors can produce considerable increase in yields, provided such inputs are not clouded with administration and distribution constraints
