Most of the works on policy research has a macroeconomic approach, and the impacts are analyzed at either the sector level, the region level, or even the crop level. Under these circumstances, production functions reflects the behavior of different economic agents for heterogeneous agronomic and economic conditions. Within this context, the impacts of agricultural policies often coincide with the expected effects of national policies. It is thus necessary to identify policy measures which would be appropiate to improve both the efficiency of the production system and the allocation of resources to research projects. This paper is based on the On-Farm Research (OFR) project carried out by the International Maize and Wheat Improvement Center (CIMMYT) in La Fraylesca, Chiapas, Mexico. The restrictions stated in this project as regards the fertilizer market are here used as a framework for a formal analysis of the case. The changes in the fertilizer policy which are necessary to eliminate the limitations to the adoption of new technological alternatives are discussed, and the social costs and benefits related to changes in the fertilizer policy are quantified. Furthermore, we attempt to estimate the implications these changes will have over the fertilizer regional market and over the experimental design of future OFR programs in the region
