In the Mediterranean basin, the production of grain is the main farming enterprise. Seed-production techniques, whether of self-pollinating species (pure lines) or allogamous species (hybrids), are well understood. But a number of problems are hampering satisfactory development of production: low level of varietal improvements, lack of varieties adapted to difficult conditions, production techniques which are sometimes wrongly applied, and, above all, inadequate training of technicians and farmers. At the same time, competition from countries whose progress has been more rapid is growing keener. The environment, however, is conducive to the production of quality seed; and if cooperation can be forged among all those at the research level and regional level who are involved in seed production, marketing and use, the outlook is encouraging
