New aspects of environment protection in the agri-food complex

The paper contains the results of analysis of the system of legal regulations and systems of monitoring of the status and development of the major constituents of environment in Czechoslovakia, with special regard to the economic aspects. It is stated that what Czechoslovakia needs is an all-round system of continuous monitoring of all abiotic risky factors in the air, water, soil and products of crop and livestock production. The existing legal regulations, with minor exceptions, provide insufficient protection of the population of the country against penetration of pollutants into the foodstuffs, against deterioration of the environment and against breaking the ecological and biological balance of the landscape. The conclusion of the paper includes a proposal of measures to be taken in the legislation, in the monitoring system and in economic stimuli designed to encourage the efforts to improve environment in Czechoslovakia. It is emphasized that the proposed measures and systems should be compatible with similar measures and systems (legislation, monitoring, information) in other countries, particularly those of the EC whose member Czechoslovakia intends to become.
