Espiritu, N.O.
Transfer and commercialization of BOF [bio-organic fertilizer] technology is primarily carried out through the conduct of technical and entrepreneurship trading programs which teach participants the techniques of BOF production and equip them with skills in starting and operating the business. Popularizing BOF as a business venture by closely linking the R and D and the business sectors have achieved some notable achievements. Interview with entrepreneurs revealed that they have every intention to stay in the business because of its good market potentials despite the present problems of low acceptance of the product and existence of barriers to entry in the business imposed by laws and regulations on organic fertilizers. A logit analysis on the variables hypothesized to determine an individual's choice to venture into the BOF entrepreneurship revealed that: a) individuals who attended technical and entrepreneurships development training courses are more likely to be enticed to start a BOF business; b) motivation and expectations are significant variables in determining the decision to enter entrepreneurship; c) the BOF business is gender-sensitive with males more likely to enter entrepreneurships; d) individuals whose occupations are business-related and individuals who are low wage earners are more likely to become BOF entrepreneurs; and e) the decision to become BOF entrepreneurs is independent of age and marital status. A review of government policies and programs affecting the organic fertilizer industry revealed that the government has no clear-cut policy and program on the industry. There are no substantive evidences of government support in terms of endorsement and promotional campaign on the use of organic fertilizers
