As a concrete example of the current trend in government reform, the new subsidy policy for Swiss forestry borrows and adapts tools from the field of public management science. In particular, it has developed the "programme contract" as the key instrument. This offers the advantage of regarding the federal government and the cantons as partners in the planning and monitoring of forestry measures. The respective roles are more precisely differentiated. The federal government places the emphasis on the national dimension and on strategic control, while the canton manages the local and operational levels. Classic forestry projects, which are essentially local in character, are entirely the cantons' responsibility. The federal government puts the accent on a larger entity: the goals to be achieved rather than the action to be taken. The cantons will be given more scope for manoeuvre in both material and financial respects. An attempt will be made to pay for services by way of an (all-inclusive) price instead of reimbursing the cost. The latter will be the business of the forestry contractor. Effectiveness will be monitored through a system of project planning by objectives. Monitoring of efficiency will be ensured by systematising the cost-benefit analysis procedure.
