Rice production is of major importance in Vietnam. It concerns 70/ of the working population and the country holds at present around 10/ of the world export market. Half of the production and 70/ of the rice exports come from the Mekong area. Within this region, a project supported by the Belgian Government started in 1994 in order to define analytical tools for agricultural policy regarding this strategic rice production. The field research consists of three stages: - a survey on 10/ of the population of 12 villages (around 2700 holdings) selected as representative of the agro-ecological conditions in South Vietnam; - the setting-up of a semi-permanent sample of 180 holdings through which detailed information on production costs can be obtained; - the financial and economical analysis of the rice channel for 1995-1996. On the basis of the survey it appears that rice is produced under varied conditions and, as a result, one to three yearly harvests is depending on the local conditions. Despite some variation from one village to another, the general socio-economic characteristics are detailed in this book. Informations concerning rice profitability provided by the 180 holdings sample in 1995 are also presented in details. As a conclusion, this project allowed to stress the production systems complexity and the varied conditions met in Vietnamese agriculture. Until now, it focused on elements related to location through a wide survey. In the close future, much effort will be devoted to operate the semi-permanent sample, in order to make time comparisons. Like in other Asian countries, Vietnamese authorities face important questions regarding agricultural policy such as the opportunity of supporting rice producers in order to avoid rural depopulation, how to combine high level of prices for basic products with competitive labour costs or the way of protecting the domestic market towards a confined and unreliable world market. Answers to these questions are complex. The semi-permanent sample of holdings can provide concrete arguments for finding them.
