In the given article the most urgent environmental problems to be solved in the nearest future are discussed: 1) soil pollution and erosion 2) water eutrophycation and pollution with pesticides and heavy metals; 3) decrease of biological variability. Some measures are suggested for decreasing the influence of agriculture on the quality of underground water. It is emphasized that in order to help the solution of the Baltic Sea protection problems Latvia has joined the Helsinki commission and has ratified the international conventions of environment protection. The planned changes of the State policy in the sphere of environment protection. As well as the state practical and juridical activities (including the issued documents) are analysed.
