Perceptions and aspirations of San Miguel Island [Tabaco, Albay, Philippines] fishermen on marine resources

The general perception towards government programs and activities by fishermen was generally low (44%). Membership in organizations was limited to few civic and fishermen organizations with minimum knowledge and participation to government conservation projects. The resource utilization and management issues were focused on destructive fishing methods, (i.e. use of cyanide, explosives, fine mesh nets, etc.), destruction of coral reefs and seagrass beds due to cyanide fishing, intrusion by fishers from other areas using "sapyaw". fishing in payao, and the need of information regarding the status and potential of the coastal resources. Key institutional issues included the need for a strong fishery resource management group, improved law enforcement and community awareness on coastal resources management program
