The main aim of this study was to develop a rigorous and structured approach to integrated forest management. This type of management can be defined as "concerted multipurpose management" and takes into account all the objectives that forest management should fulfil as well as the opinions of all the actors involved in the forestry sector. It integrates the subjectivity of the actors because there is no objectively optimal solution. The proposed approach consists of an evaluation and a multicriteria comparison of possible management alternatives. Based on simulations, these management options and the consequences of their application on the characteristics of forests have to be apprehended, using scenario modelling. Various criteria and indicators are then used to assess the capacity of each alternative to achieve each pre-defined objective. This assessment is the starting point for comparisons between the management alternatives, based on the multicriteria decision-making technique Electre III, with a view to making recommendations to the decision-maker. The tools required to apply this approach in the context of temperate European public forests have been developed and a pilot project involving their application in a public forest covering some 800 hectares in the Walloon region provided an opportunity to illustrate and comment on the proposed approach.
