Two recent laws have promoted the "pays " as a territory for projects of local development within a coherent area. Various factors can explain the use of such a classical concept for planning purposes. The "pays " refers to a broad scale : the arrondissement and the travel-to-work area. A number of obstacles impede the development of this new structure, particularly the heterogeneity of the urban networks, the opposition of some political actors and the competition with the recent Law Chevenement on intercommunal cooperation within the agglomerations
