This description includes the historical background, legal regulations and chronology of the Programme's development in the Republic of Panama between 1994 and 1999. It refers to the preliminary scientific studies providing the technical and economic evidence that led to implementation of the programme as an international mission, involving the public and private sectors in carrying out the technical and administrative activities. Benefiting from the experience gained by programmes in other countries, the screwworm eradication process in the Republic of Panama was swift and effective. In all likelihood the insect will be eliminated from the entire country even earlier than planned. There is also a description of the measures taken to build the sterile fly production facility, which will supply domestic demand as well as the requirements of other countries in their fight to eradicate screwworm. The Panama/United States Commission for the Eradication and Prevention of Screwworm (COPEG, or the Commission) will therefore work on establishing a permanent biological barrier in the border region between Panama and Colombia, in order to prevent reinfestation of Panama's screwworm free areas, thereby protecting the entire Central and North American region
