An improve forage and farm by-products cutter was developed for use by crop and livestock farmers. The machine was able to chop 3,664.37 kg of fresh napier grass per hour at a cutting blade speed of 950 rpm. At the same speed, the mean output capacity of the machine was 724.52 kg/hr for paragrass, 939.52 kg/hr for koronivia, 1,074.14 kg/hr for stargrass, 1,285.44 kg/hr for corn plant with ear and 2,291.77 kg/hr for setaria. For rice straw, peanut hay and corn stover, the mean output capacity was 345.27, 301.08 and 285.21 kg/hr, respectively. Cutting efficiency ranged from 94 to 99% for all test materials. Chopped size ranged from 2.76 to 5.74 cm and 12.53 to 16.93 cm for unchopped. The machine reduced size of chopped grasses efficiently and uniformly. Simple economic and financial analysis showed that the cost of the materials and labor in the fabrication of the machine based on April 1999 prices was P 29,473.79. Assuming an 18% interest on investment, the price could reach P 34,779 when sold by the fabricator. Based on these figures, operating cost was computed at P 14,889 to P 21,779. Acquiring the machine was beneficial when 10 heads cattle or more than 42 goats were raised. Investment for a unit was recovered with a minimum of 0.70 to a maximum of 1.67 years with an annual utilization of 2000 to 400 hours. Custom servicing rate of P 10/kg and a discount rate of 18%. The BCK ranged from 1.39 to 2.17
