New idea and metjodology of the eco-monitoring and protection for the environment is reccomended to switch from punctuated investigations in different parts of the country to a global inventory of the pollutions of natural systems and their conditions with the help of phitoindicational methods. There was carried out a calculation of maximum allowable pollutant rejections on Earth (0,9-1,2 billion tons a year) on the base of "Ten Percent Rule". And also it was elaborated the strategy to calculate the limits of countries, regions and industrial stocks for their international regulation and reduction
