Development of rural economy presumes investments into the human capital

Some new processes and developments have started in rural life of Estonia during the last decade. Due to results of several reforms the relative importance of agriculture in the gross domestic product and the employment of rural people has decreased. Rural economy nowadays includes production, social sphere, local lifestyle and their development, also effective use and sustainable development of capital and human resources. Employment problems in the countryside need more attention. People with very different education level are working here, and the changed conditions are setting high challenges for them. The need of learning and self-education has rised into the center of rural life.Expences made on educating labour may be considered as investments into the human capital. The government and municipal officials should channel more investments into the education and knowledge of people in the countryside
