The purpose of this investigation is to explain and analyze the present situation and problems in Estonia rural entrepreneurship and employment opportunities provided by thereof. The research focuses upon the establishment and development opportunities of rural enterprises, support programmes available for different rural enterprises and entrepreneurs in Estonia. The intended paper shall discuss the legislation applicable to rural life development in the European Union, comparing it with the legislation regulating rural life development in Estonia and analyzing the possible changes, accompanying Estonia's association with the EU. On the other hand, the paper focuses on the compliance of rural development programmes applicable in Estonia, with the Cork Declaration.
