The present condition and subject of the soil preserving legal system in China: From the viewpoint of environment information disclosure

Abstract The present condition of the soil pollution and soil preserving legal system in China was studied. Consequently, it turns out that the comprehensive soil legal system where the soil purification responsibility already accepted in the advanced nations is not established in China. It was thought that the reason for having not taken measures against the soil purification was based on both the ambiguity of the land care and custody, and the existence of firm district protectionism accompanied by the dependency of the local government and Township enterprises. Furthermore, shortage of the soil information is also main cause, and the lack of understanding to the soil risk delayed the legal establishment. As the method of solution, the soil management by the information disclosure is needed. For the purpose, the construction of the new soil management system by which the central and the local government cooperated closely is desired.
