Environmental rehabilitation efforts in IFSP-shire supported woredas, leason learnt and recommendations ; enclosures

The integrated Food Security program at Shire (FSP-Shire) was a food security program supported by the German Development Cooperation (GTZ). The program started in 1993 with an operation area of six Woredas and a target population of 300.000 people. The program phased out in March 2000. The main interventions of the program included soil and water conservation, nursery management, management of natural vegetation and reforestation. Thousands of hectares of degraded land were treated with the support of the program. A study was made in 1999 to evaluate the environmental rehabilitation efforts undertaken by the setting aside of enclosures with the support of the program. The methodology used to compile information was a combination of interviews and field visits. Selected 13 enclosures with a total area of 2,040 hectares were included in the study. Changes in vegetation cover, changes in wildlife, peoples' perception, planting efforts, training conducted and the impact of the enclosure have been investigated. Remarkable changes have taken place in most of the enclosures as witnessed from the increased grass cover and regeneration of woody plants. Return of wildlife has been also observed in all enclosures. The biggest positive impact of the enclosures was the change in the attitude of the farming communities towards environmental rehabilitation efforts. Most of the community members could not believe that such change can be observed in those supposedly dead areas.
