Ecological or minimum flow targets are essential fundamentals in licensing the surface water abstraction and utilization permits. Sustainable surface water management cannot be ensured unless proper minimum flows have been determined and the licensing shall be based on those minimum flow values of the areas in concern. Ecological/minimum flows are new for most of Vietnamese water resources specialists, both decision makers and practical implementers. This mater is rather urgent at the present time for Vietnamese water sector, when the surface water abstraction and utilization shall be strictly controlled by means of licensing permits. The paper addresses the requirements of specification of ecological/minimum flows and their determination and also the need of their specification for Vietnam.
