The author deals with the key issues of the transition: the relation between a state and a market in the new system of relations. By using the method of hitorical retrospection the author analyses the genesis of liberal and state concept of economy and agroeconomy. He particularlt deals with their protegenists, renowned economists as well as the secondary commercial schools. The neo-liberal concept and the concept of a new role of the state are analysed by the author in terms of practice and experience of some developing countries. In relation to it a moral is drawn, emphasizing the advantages and disadvantages of both concepts.
