Changes in the rural medical insurance system in China: A study on the new rural cooperative medical system in inner Mongolia

The present medical insurance system (MIS) in rural areas of China is insufficient, and medical expenses weigh heavily on peasants. The central government has tried to introduce a new rural cooperative medical system (NRMS) to some rural areas in order to solve medical problems caused by the lack of a sufficient MIS. In this study, a survey of a village and hospitals was conducted to reveal the effects and detail the problems of NRMS. The vulnerability of the old rural cooperative medical system was improved in NRMS. However, it is still difficult for peasants to receive medical treatment in bigger hospitals in urban areas, and there is distrust for NRMS and disobedience in applying it. For peasants to enjoy sufficient medical services, it is important to improve the equipment used by smaller medical organizations. Furthermore, it is necessary to demonstrate the impartiality and stability of NRMS to peasants, to educate staff in medical organizations, and to reinforce management systems in order to prevent moral hazards.
