Prospects for agricultural policy reform and farm support policy in 21st century Japan

This paper intends to clarify the direction for the renovation of Japanese agricultural policy in the 2lst century Japan, including the identification problems concerning farm support policy, which occupy a cpivotal position within agricultural policy. In March 2005, a new basic plan for food, agriculture, and rural areas was decided upon by the Cabinet. In the said basic plan, measures are centered around four essential schemes. These four sets of measures are : 1) for upholding key bearers of agriculture ; 2) in relation to farmland systems ; 3) for farmers grappling with environmental safety ; and 4) for maintenance of local resources. According to the attached material "The Prospect for Agricultural Structure" of the new basic plan, the support of pivotal agricultural management is designated as a top priority within the trend of the decrease in the number of farm households to 250,000 in 2015. The subject of farm support policies to raise and help the bearers' agricultural management is, first of all, a problem of encouraging fair price formation through a market principle to towards those in the desirable agricultural management group. The second subject is the problem of supporting the self-reliant efforts of farmers who are devoting the whole of their daily life and career to agriculture. The third is a problem of securing manpower full of willingness and ability, along with the improvement of the qualifications of bearers of agriculture and support of the inheritance of farm management. The fourth subject is the problem of supporting continuous growth of farm management by addressing the social, economic, and geographical restrictions that agriculture confronts through the means of a safety net.
