[Concession of the state property as a way of attraction of investments into agrarian and industrial complex]

Concession is translated with latin as sanction. Business value of the term means delivery in operation on the certain conditions of natural riches, the enterprises and other economic objects belonging the state. The concession in system of introduction of property in an economic turnover has intermediate position between privatization and functioning of the state enterprise. It differs from rent by division of risks, participation of the state. If at privatization there is a search of the effective proprietor and the property is transferred for ever at concessional agreements the effective managing director is looked for, the order of concessioner actions is defined, the size of payments and their structure, but the property remains in hands of the state. Hence, if it is found out, that the managing director appears inefficient the state has a right to a reciprocal course - down to cancellation of the contract at preservation of the investments enclosed at present
