chinois. 从消费者需求层次、收入水平、猪肉生产地位以及内外贸易需求及承受力的差异性等角度,阐述了我国猪肉安全标准定位的依据,详细论述了我国猪肉贸易安全标准定位的3个层次,认为猪肉内外贸易宜采纳不同的质量安全标准,以适应国内外市场、城乡市场的差异化需求及承受能力,并使遵从标准的代价和成本相对降低。最后指出,生猪无病区认可、猪肉HACCP安全控制体系以及猪肉质量安全可追溯系统是现阶段猪肉国际贸易的核心竞争力,也是我国猪肉安全控制系统建设中应着力解决的3个关键问题。

This paper explained the basis of orientation of pork safety standard in China from Consumers’ demand, income level, pork’s produce status, and difference between internal and external trade and different price accepting capacity etc. It then further described the three levels of standard orientation and stated that two sets of standards should be adopted in domestic consumption and international trade in order to meet the different demands from domestic and international market, urban and rural market. Thus the standard’s compliance cost would be relatively reduced. Finally it pointed out that live pig non-disease district, pork HACCP control system and traceability system are the key competitivenesses of pork in international trade. Therefore, our country should put efforts to these three aspects.
