An empirical study on agricultural support of China′s agricultural policy

chinois. 定量评估市场经济条件下中国农业政策对农业的支持水平，以便于国家间对比分析。以OECD政策评价方法为基础，结合中国实际情况，对有关参数进行合理估计。中国农业支持水平总体呈上升趋势，主要原因是20世纪90年代后期农业基础设施投资的大量增加导致了一般服务支持的快速增加。价格支持政策以及税费改革的实施使农业生产者支持水平由负向正转变。生产者收入中来源于政策的作用在加入WTO之后明显增加。中国的农业支持水平虽然在提高，但是与世界发达国家相比，仍然有很大差距，政府应进一步加强对农业的支持和保护力度，尤其是增加对生产者的直接支持。

In order to compare international agricultural support, the study made an empirical analysis on the support of China’s agricultural policy under the market economy .On the basic of the methodology of OECD and considering China’s actual conditions, the paper estimated the parameter reasonable. The general support level to agriculture shows an upward tendency. The policies such as the increase of investment on rural infrastructure make the general services support estimate increased. Market support policy and tax and fee reform have caused the producer support to change from negative to positive. Farmers’ income from the implementation of agricultural policies increased after entering the WTO. The support level in China is still very low compared to some developed countries, so the government should further substantially increase the agricultural support, especially by increasing the direct support to agricultural producers.
