The purpose of this paper is to clarify a historical feature of the Home Life Improvement Extension Service (HLIES) in Shimane Prefecture in 1950'. Especially the administration side and the receipt side are verified. It is the following two points that are clarified in this paper. 1) The organizational structure was imperfect on an administrative side. 2) An existing organization (women's association) played an important role on the receipt side.
