The concept, problems and tools of innovation policy is analyzed. The innovation policy is the important element of structural and branch policy, because it assumes structural сhanges in the economy, which arise at introduction of achievements of science. In conditions of modern Belarus the innovation policy recognizes the necessity of use of the mixed strategy of scientific and technical development. On the one hand, it is necessary to develop own innovation system, which capable to develop and introduce effective technological results. On the other hand, the impossibility of realization of innovation activity on all branches of a science and production assumes necessity of loan of foreign technologes, and part of which can be developed by further efforts of domestic institutions
