[Substance of planning and its feature at the enterprises of the agroindustrial complex]

Now one of the main features of modern scientific planning is a system approach. In this connection the essence of planning as the control element both at the macro-level and micro - level is studied. A number of biological, social and economic and complex features of agroindustrial complex which are necessary for realization of process of planning at the level of subject of management. The analysis of performance of production plans shows that is inherent in the agricultural enterprises not only line of regularity, but also elements of spontaneity. Regularity in this case is understood as conscious organisation of all system of conducting agriculture, as spontaneity – the spontaneous development of manufacture caused by natural factors. Spontaneity in manufacture development objectively exists, as this phenomenon arises without external organizational influences. In process of introduction of scientific and technical progress in systems of economy keeping influence of spontaneous processes on manufacture will decrease. It is necessary to notice that theoretical and organizational bases of working out of plans for development in agroindustrial complex the same as on all branches of the national economy. However thus to consider features of development of agricultural production. The essence of planning at the present stage consists in recommendatory and rough character of its indicators, voluntariness of a choice agricultural commodity producers of variants of the offered decision of the planned problems expressed as a rule in forecasts, programs and other planned documents. The state agrarian policy should be put in a basis of working out of these planned materials. Feature of the given planning is its inclusion in the system of the economic mechanism, influence levers on a commodity producer, the buyer of production, as a whole on the market
