Logistics as a science is little researched in Latvia, no scientific background for it has been developed, as well as no necessary elements promoting faster development of logistics have been analyzed especially as regards promoting the flow of various social processes. A great deal of infrastructure elements are under supervision of municipalities, therefore municipalities could be promoters of the processes of logistics; in its turn logistics could promote development and stability of municipalities. Implementation of elements and structures of logistics providing different types of flows in Latvia's rural areas may substantially facilitate access to local municipalities disregarding the distance to places of residence, providing access to qualitative services at any part of its territory. By its nature, logistics is formed from already existing functions, and elements forming any process are engaging in it, however, the role of logistics in this case is exactly such that logistics comprises all so far existing things and activities in a united system, emphasizing mutual coherence of these things and activities.
