The first Riga Action Programme for the improvement of air quality: achievements and challenges

The purpose of the action programme is to reduce air pollution to the border values permissible for human health protection reasons in places where these figures exceed the standard, and to provide for preventive measures in order to safeguard air quality in places where it is good, as well as to balance gains in air quality with the necessary investment in economy and the social sphere. The results of air monitoring in the centre of Riga from 2003 to 2007 demonstrate that the established limit values are regularly being exceeded both for average annual concentration of nitrogen dioxide, and for the average concentration of particulate matter (dust); for the latter, also by the number of days when excessive dust pollution is permitted (35 days per year) [2]. From all the monitored pollutants, only nitrogen dioxide amounts are on the increase proportional to the number of vehicles entering the city centre. This indicates that the air pollution reduction targets set by the Action programme have been reached only to a limited extent, and most probably will also not be reached by 2009 when the period intended for the programme implementation expires.
