Illusion or reality of effectiveness of information and communication technologies in procurements

Establishing of e-procurement system is very important for reducing the risk of corruption in the periods of public procurement. By establishing the system of e-procurement the number of documents is reduced, and the direct contact between a customer and an applicant gets impossible. Members of procurement commission are within the risk of corruption, what is connected with the fact that the members of procurement commission are those who prepare the regulation, appoint the technical specifications of procurement, accept the offers and register them, as well as appraise the offers and appoint the winner. The object of system`s development of electronic procurements is development of public procurement system, using information technologies with object: (1) to reduce bureaucracy, corruption and risks of corruption, inter alia risks in the process of public procurement, (2) increase efficiency of use of budgetary funds, (3) increase the level of access to the publicity and information, taking into consideration that, for example, not all entrepreneurs get to know about procurements announcing duly or at all. After realization of electronic procurement system in full volume the system will be able to provide electronization of several procurements processes that substantially reduce possibility of corruption and conflict of interests in public procurements: (1) providing of e-catalogues, (2) providing of e-tenders, (3) providing of e-tenders and other methods of procurement, (4) publication of information of suppliers, (5) control of receiving of order and product or service, (6) coordination of integrated orders, (7) coordination of integrated cycle of supply, (8) technical and organizational control of process for following the principles of honesty and transparency.
