The fundamental purpose of a quality control programme is to acquire dependable information on all the attributes of a product, which affects its quality. In conditions of modern open society the protection of rights and interests of consumers, and a possibility of free exchange of information on the quality of products and changes of their properties during production, marketing, storing, and consumption have special significance. The law 'On Protection of Consumers' Rights' forms the basis of such system of consumers' interests and rights protection in Latvia. In different states various forms of mechanisms for the protection of consumers' interests exist, corresponding to the 'Main principles for the Protection of Consumers' Interests' of the United Nation Organisation. These principles provide the necessity of maintenance of physical reliability of the goods to guarantee consumers' safety, protection of consumers' economic interests, development of the goods and services standards, and indemnification of the consumers' losses. Now seven basic rights of the consumers are accepted in the world practice. Agricultural products have to conform to a set minimum standard established by the industry. The main research results are reflected in the article. On the basis of elaborated structural-function model of the main relations, responsibility and communications between consumers, state and manufacturers, and results of the previous experimental researches the authors have developed a new intelligent bar-code concept for the protection of consumers. The new intelligent consumers' protection technology is based on the free possibility for each consumer to use bar-code of goods together with special intelligent instruments and computer technologies for the goods conformity assessment directly in the food market or in other trade room.
