The labour market of Latvia has changed rapidly during the last five years and employment possibilities are increasing. The statistical data testify that the unemployment rate decreases and employment increases. At the same time regional differences in the employment rate and possibilities to find work remain, especially in the areas far from the capital. The employers from Riga and other cities ask to open the labour market of Latvia for job seekers from other countries due to the lack of employees in different fields. After analysing the labour market by 'Agent-Based' model, the authors concluded that interaction between labour market participants touched all 'actors' in the case of changes (Axelrod R., 1997). The development of labour market in small towns is a necessary precondition for the sustainability of local government in the new districts within the context of the current administrative – territory reform (ATR). There are regional differences in the sphere, the number of employees, the form of entrepreneurship and other. The role of employers in small town's labour market differs due to the sphere of employment and interaction between employers and employees.
