Measuring outputs of forest landscape restoration and rehabilitation: the use of C and I [Criteria and Indicators] framework

The study evaluated the Community-Based Forest Management (CBFM) program as a development and management strategy for the restoration and rehabilitation of the country's degraded forest lands using a set of operational and measurable Criteria and Indicators (C and I) for sustainable forest management. Five different criteria were used to assess the progress of the CBFM program in restoring and rehabilitating the forest landscape. The C and Is were divided into two groups: a) those related to the biophysical accomplishments in the CBFM area and b) those related to the institutional and project benefits and evidences that would indicate the immediate and long-term socio-economic impacts. The C and Is were measured qualitatively and quantitatively through various methods. Collectively, the C and I gave important findings on the level of accomplishment of the CBFM Program. Analysis showed that, in general, there were commendable physical accomplishments. In spite of the harsh and unfavorable biophysical endowments of the CBFM sites, the People Organizations (POs) were able to generate modest outputs. At the time of the study, the POs were adopting soil and water conservation measures. Indications showed that water supply had improved and so had the soil fertility. Open and degraded lands in the CBFM areas were reduced, protection were intensified and biodiversity had increased. The present monitoring and evaluation process followed by the DENR place much emphasis on the physical accomplishments to the neglect of the social transformation of the POs to become more capable stewards of the forest resources. The study also identified several recommendations and essential components of a sustainable CBFM program.
