A major local policy impacting on agriculture and extension in Santiago City [Isabela, Philippines] is the Redireksyon Program, where farmers are encouraged to plant 10 percent or 1,000 sq m per hectare of their farm to alternative crops, mainly local vegetables. The overall aim of the program is to augment the food requirements of the farmers' households by growing higher value crops other than rice and corn. The local government unit (LGU) has an arrangement with East-West Seed Company, Inc. The former purchase the company's seed, while the latter,as stipulated in a memorandum of agreement, provides technical support to the city's agricultural extension workers. The leadership of the city government sees the national policy that focuses on rice production as counterproductive to the stability of the farmer's income. The program, therefore, aims to give farmers alternative in increasing their income by growing higher-yielding and more profitable crops.
