The Ph.D. paper The Quality of Labour Environment and its Management in Enterprises of Latvian Regions, Jelgava 2008 The Ph.D. paper contains 152 pages, 29 tables, 45 figures and 2 annex. 212 literature sources were referred to in the paper, including 75 in foreign languages. The Ph.D. paper has been elaborated at the Department of Business and Management, Faculty of Economics, Latvia University of Agriculture during 1999-2008. The research done in the Ph.D. paper was conducted during 1994-2007. The hypothesis of the Ph.D. paper: the labour environment quality, purposefully enhanced and controlled, in enterprises of Latvian regions raises the satisfaction of employees and the performance of enterprises. The aim of the Ph.D. paper is to investigate the problems of labour environment quality and its management, to elaborate the process of introducing a quality management system in economically active enterprises of the Republic of Latvia. The following tasks have been set to achieve the aim: (1) to assess the theoretical aspects of quality management; (2) to analyse the system of labour environment management, its components and factors impacting it; (3) to assess the institutional system for Latvian labour environment quality and the legal framework; (4) to investigate the development dynamics of labour environment quality in Latvian economically active enterprises in chronological and regional aspects; (5) to elaborate and justify the process of introducing the system of labour environment management and the methodology for cost calculations. The structure of the Ph.D. paper is formed in accordance with the tasks and consists of five chapters: Chapter 1 analyses the background of quality management chronologically, especially emphasising the background of the term quality, quality indicators and quality systems. In Chapter 2, the research results on the system for managing the labour environment quality, the components and factors forming it are presented. Chapter 3 deals with the institutional system for managing the labour environment quality and the legal framework regulating quality. In Chapter 4, the present situation in the labour environment and its quality in a regional aspect are analysed. In this chapter, a relationship between employment, registered professional disease cases and registered victims in workplace accidents is searched for by applying the correlation method. Based on the method of dynamic arrays, the dynamics of registered professional invalids and registered workplace accidents are shown, as well as the equalisation of analytical arrays by applying the least square method is carried out. In Chapter 5, the process of introducing the system for managing the labour environment quality is shown, an economic estimate for the consequence caused by traumatism and professional diseases, and the economic efficiency for introducing the system of work environment quality is determined. A methodology for calculating costs for work environment quality management is developed that explicitly points at cost positions to be included in calculating costs for work environment quality management. The final part includes the inferences, most significant conclusions; the problems are identified and the recommendations to solve them are formulated.

Promocijas darbs izpildīts Latvijas Lauksaimniecības universitātes Ekonomikas fakultātes Uzņēmējdarbības un vadības katedrā no 1999.gada līdz 2008.gadam. Darbā ietvertie pētījumi veikti laika periodā no 1994. – 2007.gadam. Promocijas darba hipotēze: Mērķtiecīgi sakārtota un vadāma darba vides kvalitāte Latvijas reģionu uzņēmumos uzlabo darbinieku apmierinātību un paaugstina uzņēmumu darbības rezultativitāti. Promocijas darba mērķis - darba vides kvalitātes problemātikas un tās vadīšanas izpēte un kvalitātes vadīšanas sistēmas ieviešanas procesa izstrāde LR ekonomiski aktīvajos uzņēmumos. Mērķim pakārtoti šādi uzdevumi: 1. novērtēt kvalitātes vadīšanas teorētiskos aspektus; 2. analizēt darba vides kvalitātes vadīšanas sistēmu, tās komponentus un ietekmes faktorus; 3. izvērtēt Latvijas darba vides kvalitātes institucionālo sistēmu un tiesiski normatīvo bāzi; 4. izpētīt Latvijas ekonomiski aktīvo uzņēmumu darba vides kvalitātes attīstības dinamiku hronoloģiskā un reģionālā skatījumā; 5. izstrādāt un pamatot darba vides kvalitātes vadīšanas sistēmas ieviešanas procesu un izmaksu aprēķināšanas metodiku. Darba struktūra izveidota atbilstoši darba uzdevumiem un sastāv no piecām nodaļām: Pirmajā nodaļā analizēta kvalitātes vadīšanas attīstība hronoloģiskā skatījumā, atsevišķi aplūkojot kvalitātes jēdziena attīstību, kvalitātes rādītājus un kvalitātes sistēmas. Otrajā nodaļā ietverti darba vides kvalitātes vadīšanas sistēmas, tās veidojošo komponentu un faktoru izpētes rezultāti. Trešajā nodaļā tiek aplūkota darba vides kvalitātes vadīšanas institucionālā sistēma un kvalitāti reglamentējošā tiesiski normatīvā bāze. Ceturtajā nodaļā tiek analizēta esošā darba vides situācija un tās kvalitāte reģionālajā aspektā. Šajā nodaļā, pielietojot korelācijas metodi, meklēta kopsakarība starp nodarbināto skaitu, reģistrēto arodslimnieku un reģistrēto nelaimes gadījumos cietušo skaitu. Balstoties uz dinamikas rindu metodi ir parādītas reģistrēto arodslimnieku un reģistrēto nelaimes gadījumos cietušo skaita dinamika, kā arī veikta analītisko rindu izlīdzināšana pēc vismazāko kvadrātu metodes. Piektajā nodaļā ir parādīts darba vides kvalitātes vadīšanas sistēmas ieviešanas process, veikts ekonomiskais aprēķins sekām, ko rada traumatisms un arodslimības un noteikta ekonomiskā efektivitāte, ieviešot darba vides kvalitātes sistēmu. Izstrādāta darba vides kvalitātes vadīšanas izmaksu aprēķināšanas metodika, kas būtiski parāda, kādi izmaksu posteņi ir jāiekļauj darba vides kvalitātes vadīšanas izmaksu aprēķināšanā. Noslēguma daļā iekļauti slēdzieni, svarīgākie secinājumi, definētas problēmas un formulēti ieteikumi to risinājumiem.
