In order to encourage faster development of economics in the regions and stop the flow of human resources to Riga or abroad, innovative entrepreneurship has to be promoted. Business incubators could be one of the forms of supporting entrepreneurship in Latvian regions, which would encourage the use of recent achievements in the development of science and technology. Lack of finances and required knowledge motivates the significance of creating and operating business incubators in Latvian regions. Five business incubators have started operating in Latvia and another eleven projects are approved within the framework of the innovation centre and business incubators development program by the Ministry of Economics of the Republic of Latvia, but their number is insufficient and all Latvian regions are still not included.
