[The external and internal determinants of flax production effectiveness]

Russia is one of the main flax producers in the world. Flax production is a very perspective agricultural enterprise as, according to FAO, demand for natural fiber of different kinds is likely to increase by over twice by 2015. At present, farms can harvest 1-1.2 tonnes of fiber per ha and 0.5 tonnes of linseeds providing the rentability of 50-60 percent. Nevertheless, flax areas, flax production and the number of flax producing farms are reducing. It is mainly caused by the conflict of producers and processors interests as well as by the lack of coordination between development projects for these domains of flax sector at the federal level. It is suggested to strengthen state support in the form of a target programme provided with sustainable funding in order to successfully develop the flax sector. At the farm level, the production potential should be certified in order to identify its possibilities and prevent ineffective use of subsidies. The harvest and quality losses analysis suggests that the risk of production goes up as flax is not harvested at proper time and the technology and terms of broken flax mature in storage are not followed.
