Due to slight portion of export flower and ornamental plants from Khuzestan province despite of their high production level and value to the country, and inquire flower and ornamental plants exporters and producers of the province, it seems that there are major problems in the export of the province. So after proving the research hypothesis: "Economical, social, cultural, administrative and legal constraints made production and export of flowers and plants of the province decrease" and by considering producers and exporters' viewpoints through the questionnaire, library studies, and onfarm research, following results obtained: Traditional production method and non-mechanized greenhouses, no use of standards, long delay in budget opening from Management and Planning Organization, obstacles and high bureaucracy in customs and transportation, brokers interference, governmental sector obstruction, lack of propaganda, no agencies in foreign markets, lack of seeds, fertilizers and pesticides and their on-time access are major causes of undeveloped and decreasing rate of the province flower export. Finally some suggestions are given about solving those problems for developing the province flower export.
