Taking into account the problems caused by ageing and the demographic burden, as well as the consequences of globalization and competition, a key challenge to modern social and economic policies is their flexible ability to react to changes by providing a choice of opportunity (flexibility) and protection (security) combinations. Therefore Latvia like other European Union (EU) states has to find solutions to ensure flexible social security. By the development of the state social policy also social problems are viewed more broadly and the problems of poverty and insufficient material resources and social inclusion are brought in to focus.
