In this paper key concepts and identified working hypotheses for imputing the impacts of irrigation management turnover have been defined , a methodology for measuring the extent of program implementation (achievement) , the response by the management entities (results) and key potential effects of turnover on the government, farming community and environment are outlined. This paper aims to encourage researchers and evaluators to measure the impacts of irrigation management turnover programs.
