Manpower potential (MP) embraces physical, social, psychological and intellectual potentials. Quantitatively, MP is specified as average annual manpower. Qualitatively, it is determined by manpower qualification, educational background, age and work experience, i.e. years in agriculture. Labour productivity is considered as the main indicator of MP use effectiveness. According to the 1999-2006 data on rural MP for Koorsk oblast (region), Russia, the economically active population has decreased from 274,900 down to 185,300 (or by 32.6 percent) and the employment has increased across all age groups from 47.3 up to 59.5 percent. The 2006 higher education employees share accounted for 14.1 percent (in town – 26.2 percent). The number of agricultural workers decreased from 146,000 in 1991 to 35,500 in 2006 due to rural-urban migration, generated by low wage and weak social security system. However, the labour productivity, expressed in farm output per 1 employee, per 1 employee/hour, per 1 rouble of wage and 1 rouble of input, has increased dramatically. Interestingly, the rate of the increase for the farm holding companies appeared to be higher than that for other farm entities, incorporated in integrated structures or operating independently.
