anglais. Agricultural reforms, which were implemented in Turkey thoroughly but within a very short period, have recently been a matter of debate. Especially, while some of the previously abolished supporting tools were started to be implemented again, abortion of some others have been brought to the agenda. The objective of this study is to realize the welfare-effect analysis, for the years 1990- 2006, of two different supporting tools, support purchase and deficiency payment, for cotton, of which the arable land is constantly shrinking. In this respect, a partial balance analysis (classic welfare analysis) was conducted. As a result of evaluations, it was concluded that compared to the conditions without any intervention, implementations of the two supporting tools caused an increase in cotton production. In addition, when supporting purchase and deficiency payment are implemented in the way they are defined in this study, supporting purchase should be preferred concerning the expected burden on the national budget but deficiency payment should be preferred when consumer welfare is concerned. When the evaluation is made in terms of net national loss, deficiency payment should be considered. It is suggested in this study that deficiency payment system (current premium system) should continue considering the welfare of the whole public. Also, it should be sounded that in order to stop the existing trend, the decrease in the cotton area and to prevent farmers from shifting to other crops, current supporting amounts should be increased.

turc. Türkiye'de çok kapsamlı ve kısa sürede uygulamaya konulan tarım reformu uygulamaları günümüzde tartışılır hale gelmiştir. Özellikle destekleme araçlarında bazı uygulamalara geri dönülürken, bazı uygulamaların kaldırılması gündeme gelmiştir. Bu araştırmada amaç, son dönemlerde Türkiye'de ekim alanlarında önemli azalmanın yaşandığı pamukta, farklı iki destekleme aracından fark ödeme sistemi ve destekleme alımının (fiyat desteğinin), refah analizlerinin 1990-2006 dönemi itibariyle yapılmasıdır. Bu kapsamda, kısmi denge analizi (klasik refah analizi) yapılmıştır. Yapılan değerlendirmeler sonucunda hiç müdahale olmayan koşullara göre her iki destekleme aracının uygulanmasının üretimde artışa neden olduğu belirlenmiştir. Ayrıca, pamukta fark ödeme sistemi ve destekleme alımı çalışmadaki şekliyle uygulandığında bütçeye yük bakımından destekleme alımının, tüketici refahı açısından değerlendirme yapıldığında fark ödeme sisteminin tercih edilmesinin uygun olduğu görülmektedir. Net toplumsal kayıp açısından değerlendirildiğinde ise, fark ödeme sisteminin dikkate alınması gerekmektedir. Bu çalışmada, tüm toplum refahı dikkate alınarak fark ödeme sisteminin (bugünkü prim sistemi) uygulanmasına devam edilmesi önerilmektedir. Ancak, mevcut sistemde pamuk ekim alanlarının azalması ve üreticilerin başka alternatif ürünlere kaymasının engellenmesi için uygulanan destekleme miktarının artırılmasının gerekli olduğu belirtilmelidir.
