Descriptive study on the role of members of the local councils in rural development at some vilages of Sharkia Governorate

This study aimed to recognize on the extent of achievements carried out by tasks assigned to the elected local leaders as stated in the local administration law, as well as to identify the obstacles that facing the local leaders' assigned roles, and then to identify the suggestions of local councils members in the problems that they face. The data were collected from five local units of the district of Minya-Alqamh in Sharkia Governorate. The sample involved one hundred of local leaders. Data were collected during the months of September and October 2009 using a questionnaire applied by personal interviews. Frequency tables, percentages, and means were used as the statistical tools to describe the data. The most important results were as following: Nearly three-quarters of the respondents (70%) carrying out the tasks expected from them was high, and more than half of respondents (56%) indicates difficulties facing them in carrying out their tasks. . Most of these difficulties that face them are that they are aware about these terms of reference, but they need to be trained to apply them, and the most practiced task is to raising the awareness in order to increase agricultural production output. The most important suggestions that are made by the respondents to face the difficulties in applying the tasks are to secure financing from government agencies, and cooperation with various governmental executives, and practically activating their roles.
