Law on Integrated Environmental Pollution Prevention and Control (Official Gazette RS no.135/04) defined the obligation to obtain integrated permits for installations and activities that are listed in the Decree on type of activities and installations that the integrated permit shall be granted for (Official Gazette RS no. 84/05). Waste management activities defined in the part under the number 5. In accordance with such law a new plant for waste management must obtain an integrated permit before commissioning. When planning, designing and building such facilities is necessary to choose the appropriate best available techniques (BAT). These are the most efficient and most effective techniques that are applied to prevent or reduce negative impacts on the environment and define the manner in which the facility is designed, built, in which work and put out of service, including the technology used. Law on Waste Management (RS Official Gazette no. 36/09) in Article 16 defined the obligation of operators whose business is waste management to draft a facility working waste management plan. The plan has to be submitted with the application for integrated permit. In this paper it is described the obligations for the operators whose business is waste management related to obtaining an integrated permit.
