Management of plant diseases requires a comprehensive plane built up on the basis of available technical knowledge, research works, human resources, and tools. Sufficient information regarding human and non-human resources along with enough knowledge on unsolved problems and those problems that will appear or happen in future, help us, as researchers, in our way to confront the coming difficulties. Occurrence of a strategic plan for management of plant pathogenic agents is among the most important points utilized in many developed countries in confrontation with all ready happened or would be plant diseases. In present program, first of all, the problem of diseases on sugar beet crop, regarded from the stand points of development, economy, regional and production systems and then related scientific and research achievements either from indigenous works or those from other natives were discussed, analyzed, and priorities were determined. In this regards, sugar beet diseases were grouped into five categories including fungal diseases (causal agents on roots and aerial parts), viral disease, nematodes, bacterial diseases and others. In each case, difficulties and constraints were analyzed and in cases where no research guideline was available, or no research program was carried out to solve the issues, research priorities were determined. At the end, executive and educational obstacles and difficulties were discussed and some suggestions were made regarding the solution of research work difficulties.
