Population increase and suitable feed of them is one of the developing countries difficults. In 21 th century the role of agriculture is very important in stable development and decrease of poverty. Barley seed is the most enriched source for providing foods which are effective in human safety. Food programs in base of protein are better than which are in base of starch and their using in dairy feeding improve the population safety. This purpose will be possible by producing cheaply and more of matters which are related to flesh production. Barley seed as a main factor for using in industrial ranching has important role in achieving that purpose. For achieving to that purpose which mentioned above, determining barley yield production limitations and finding suitable methods for solving them such as: development of applied researches and use of use of suitable manners are important. Although barley planted area yearly has been decreased 2.44% from 1989 until 2003 in average but in this period, the average yield has been increased 2.34% every year The main objective of this study were: a) understanding of the past and present status of barley research and production, b) analysis of research achievements in the past and present in Iran and in the world, c) analysis of limitations and constraints, d) prioritizing of limitations and constrains, e) development of research and executive approaches for irrigated and dry land barley in Iran. To achieve these objectives the international service for National Agricultural Research (ISNAR) approach was followed. This approach includes eight stages as followings: 1. Reviewing of sub-sections 2. Analysis and limitations and constraints 3. Determination of strategy and research objectives 4. Development of pilot research plans and projects 5. Prioritizing 6. Grap analysis of human forces and valuable resources 7. Recommendations for the implementation of the program In this approach a complex cycle of planning, implementation, supervision and evaluation is developed in which the representatives of research institutions and other research beneficiaries are involved. In the results section, considering the limitations and constraints the problems tree has been drawn and research and executive approaches and recommendations are also presented following the same model.
