This publication assesses ICARDA progress and uses that assessment as a basis for charting its future strategy and medium-term plan after ICARDA has entered its second decade. ICARDA's strategy is presented in three parts. The first tries to answer the question "why ICARDA?" through a description of the physical and human environment in which the center operates and the challenges it presents. The second gives an account of ICARDA's approach to its work and of the highlights of the contribution it has made in its first decade. The third is a scene set for a sharper focus on the strategic issues affecting all aspects of the Center's orientation and operation in the coming decade or two.
